WHEN LEADERS ARE PROMOTED FASTER THAN PREPARED

We’ve all seen this happen.
Not theory. Not opinion.
Lived, observed, repeated.
In one environment I was closely involved with, the HR function had the right layers in place.
Yet influence didn’t sit where the titles were.
Senior HR leaders came in; but weren’t fully enabled to shape decisions.
Ideas stalled. Authority stayed elsewhere.
Many moved on.
What followed wasn’t collapse.
It was replacement.
L&D managers were moved in to fill those HR gaps.
But not at the same level, placed into more junior HR roles.
At the same time, the layer below, were moved up as L&D managers.
On paper, it looked like continuity.
In reality, it was a reshuffle without readiness.
People handling HR responsibilities… without full authority.
People leading L&D… without having built that depth yet.
Cross-movement… without preparation.
Everything was filled.
Nothing was fully ready.
And then the pattern set in.
A quiet domino effect.
One gap filled quickly.
Triggers the next move.
Then another.
Capability keeps shifting sideways… not strengthening upward.
Managers start absorbing responsibilities they weren’t built for.
HR loses depth.
L&D loses grounding.
Nothing breaks immediately.
It stretches.
Like an elastic system under pressure, holding, adjusting, compensating.
Until it doesn’t.
HR stops being a function.
It becomes a cost-managed program.
And that’s where the real impact shows.
People hesitate.
They filter more than they should.
They choose silence.
Conversations don’t feel safe.
Decisions don’t feel neutral.
Trust doesn’t feel consistent.
And by then, it’s already systemic.
This may optimise cost.
It may protect short-term structure.
But the human cost shows up elsewhere, in disengagement, delayed escalations, and problems arriving too late.
Promotion protects the org chart.
Preparation protects the function.
